Pakistan's first-ever theme park is planned for Islamabad under a memorandum of understanding between the Capital Development Authority (CDA) and Saudi investors. The agreement was signed at a ceremony at Gaddafi Stadium in Lahore on 25 October 2026, with Federal Interior Minister Mohsin Naqvi attending as chief guest.

Who signed and what was promised

The memorandum was signed by Prince Mansour bin Mohammed Al Saud, chairman of the Saudi-Pakistan Business Council, and Sohail Ashraf, chairman of the CDA. Under the arrangement, Saudi investors will finance the development, while the CDA will provide the land. Naqvi welcomed the Saudi delegation and said Islamabad's infrastructure was being developed to the standard of modern cities, assuring investors of full government support. He described the project as a potentially transformative step for investment and tourism in the federal capital, and said a roadshow on real estate investment opportunities was planned for the coming months. Prince Mansour said Pakistan, and Islamabad in particular, offered strong investment opportunities and expressed confidence in the country's potential.

What is still unknown

No location, total cost, design or construction timetable has been publicly disclosed for the park. Reporting also notes that Naqvi said F-9 Park would not be affected. Separately, the CDA had previously been working on tourism-related ideas including a theme park, safari park and cable car, but it has not been publicly established whether this memorandum is connected to that earlier feasibility work or is a separate project. Until those details are announced, the story is an investment agreement and a statement of intent, not a confirmed opening date, site or attraction list.
