MPs resume Budget debate ahead of Tuesday votes

MPs have resumed the Budget debate in the House of Commons on Monday 2 November, with the four-day debate due to conclude on Tuesday 3 November. The House sat from 2.30pm, starting with questions to the Secretary of State for Housing, Communities and Local Government. A ten-minute rule motion from Graeme Downie MP on a submarine recycling strategy was also listed, before the main business of the day.
The debate and the votes to come
The main business is the continuation of the debate on the Ways and Means resolutions that give effect to the Chancellor's Budget proposals. Chancellor John Healey presented the 2026 Autumn Budget to Parliament on 28 October, and the debate that followed has already run on Thursday 29 October. Monday's sitting was scheduled to continue until 10pm, with the debate formally taking place on the first Ways and Means motion, concerning the charging of income tax for the tax year 2027-28.
Only one motion can be amended
Under the procedure set out by the Hansard Society, that first motion is the only one of the 108 Ways and Means motions that MPs can amend. Once the debate concludes on Tuesday, the remaining motions are to be decided without further debate, paving the way for the Finance Bill that will give the tax proposals permanent legal effect. Monday's business was also due to close with an adjournment debate from Vikki Slade MP on regulation of the hair and beauty sector. In Westminster Hall, MPs were scheduled to debate an e-petition relating to a proposed ban on social media for under-16s.
