The proposal

The Establishment Division has sent a summary to the Prime Minister's Office seeking approval for disciplinary proceedings against 1,822 officers in Grades 20, 21 and 22. They include Pakistan Administrative Service, Police Service of Pakistan, Secretariat Group and Office Management Group officers who did not submit mandatory foreign-nationality declarations.

The numbers

Of 2,917 officers covered, 1,095 submitted declarations and 1,822 did not, about 62.5 per cent. Of those who complied, 95, or 8.68 per cent, disclosed holding foreign nationality. Non-submission alone does not prove an officer holds foreign nationality.

What happens next

If approved, the officers concerned would face show-cause notices. Failure to file, or a false filing, counts as misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020, with penalties that can include withheld promotion, compulsory retirement or dismissal. The disclosure duty, under 2026 rules, covers the officer's and dependants' foreign nationality, travel documents and marriages to foreign nationals, with the original 90-day deadline having expired on 1 September 2026.
