Syria weighs joining Mecca defence pact, minister says

Syria is considering whether to join the Mecca defence pact alongside Saudi Arabia, Turkiye and Pakistan, Foreign Minister Asaad al-Shaibani said on Saturday at the Manama Dialogue security forum in Bahrain. "Discussions are currently under way to evaluate Syria's entry into the Mecca alliance," he said, without giving a timetable or conditions for any decision.

The careful wording matters. Syria has not announced that it will join, and al-Shaibani had said as recently as August, during a visit to Islamabad, that Damascus was reviewing its options but had made no decision. Saturday's remarks confirm the question is live again, not that it has been settled.

What the pact involves

The Mecca Joint Defence Agreement was signed in August by Saudi Arabia, Turkiye and Pakistan and treats an attack on one signatory as an attack on all, a formula often compared with NATO's collective defence principle. Pakistan and Turkiye have pledged military support to Riyadh as it faces escalating attacks from Yemen's Houthi group, although neither has announced strikes of its own.

The pact has previously been described as open to new members, which gives Damascus a clear invitation, but also leaves the hardest questions — obligations, command and cost — for negotiation.

Why the timing matters

The discussion comes as Gulf states work to contain a wider regional confrontation, with mediation efforts running alongside military warnings. Al-Shaibani also told the Bahrain forum that Syria and Jordan would discuss strengthening their shared border, with a high-level meeting expected next month. Whether Syria joins or not, he said, the region urgently needs a structure that protects its security.
