The next tranche of the UK's Statement of Changes to the Immigration Rules, HC 584, takes effect on 29 October 2026, covering the Minister of Religion and Religious Worker routes. HC 584 was published by the UK Government on 3 September 2026; most of its changes took effect on 8 October, with further changes following on 29 October, 30 November and 9 December.

What changes on 29 October

From 29 October, the six-year cap on time in the Minister of Religion route is deleted, and the route is confirmed as leading to settlement. Religious Worker rules tighten at the same date: two of four ways of meeting the resident labour consideration are removed, including the 28-day advertising route.

Later tranches

The 30 November tranche raises Student maintenance figures — from £1,529 to £1,570 a month in London, and from £1,171 to £1,203 outside London. Applications made before a provision's commencement date are generally decided under the rules in force the day before, but transitional wording varies by route. HC 584 does not change the general Skilled Worker salary threshold, and does not change the settlement qualifying period.
