Zelenskyy Promises More SBU Changes After Scandal

President Volodymyr Zelenskyy has promised more personnel decisions at Ukraine's domestic security service, the SBU, following a corruption scandal that has fuelled public anger over official impunity.

In his evening address on Saturday, 7 November, Zelenskyy called the alleged crimes "frankly shameful, absolutely unacceptable". He said dismissals had already taken place in the SBU and that further personnel decisions would follow, adding that he expected a full investigation with results.

Anti-corruption authorities unveiled charges this week against several senior security and law enforcement officials over their alleged role in shielding a vast criminal ring. Investigators said the group ran scam centres, traded drugs and produced fake currency and cigarettes with the help of top employees from the SBU, the National Police and the Prosecutor General's office.

The probe, dubbed Operation Carthage, is led by the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor's Office. The case became public on Wednesday, 4 November, when the bureau searched the premises of several SBU officials. A Ukrainian court on Friday ordered the arrest pending bail of a former SBU general in connection with the case.

SBU chief Oleksandr Poklad dismissed two high-ranking officials implicated in the investigation on 4 November, and the service said it was cooperating fully with the inquiry. Ukrainian media, citing undisclosed sources, identified one of the officials whose premises were searched as Major General Serhii Duka, first deputy head of the SBU's Department for the Protection of National Statehood.

Zelenskyy also said he had proposed new legislation requiring all SBU employees, who hold sweeping law enforcement and military powers, to publicly declare their assets. The bill would need to pass through parliament, and the further dismissals he promised have not yet been specified.
