Warren Set to Chair Senate Banking in Crypto Rules Shift

** Senator Elizabeth Warren is expected to chair the Senate Banking Committee when Democrats take control of Congress in January, putting one of Washington's toughest crypto critics in charge of the panel that writes America's digital-asset rules. The Wall Street Journal reported on 6 November that Warren is in line to lead the committee after the Democrats' midterm sweep on 3 November handed the party both chambers of Congress. Warren has spent a decade pushing for tighter crypto oversight over money laundering, investor losses and conflicts of interest.
What the chairmanship controls
The Senate Banking Committee oversees the Federal Reserve, banks, securities markets and, increasingly, digital assets. A chair controls the hearing calendar, can issue committee subpoenas with the majority's backing and decides which bills ever get a vote. Her appointment still needs formal approval in January, when the new Congress convenes on 3 January 2027.
The CLARITY Act runs out of time
The shift is bad news for the industry's flagship bill. The Digital Asset Market Clarity Act, which would split crypto oversight between the Securities and Exchange Commission and the Commodity Futures Trading Commission, failed a Senate procedural vote 49-50 on 15 September, falling 11 votes short of the 60 needed. Any bill still pending when a Congress ends expires and must be introduced again from scratch, so the current text dies on 3 January 2027. House Democrats are meanwhile drafting their own market-structure bill under Representative Maxine Waters, which would expand SEC oversight and give the CFTC only a limited role. Warren has said no market-structure bill should pass without guardrails to stop public officials profiting from crypto ventures, pointing to President Trump's crypto company, World Liberty Financial.
