The European Commission has disbursed €4.36 billion to Ukraine under the EU's €90 billion Ukraine Support Loan, combining budget support with direct funding for military purchases.

The payment, announced on Thursday 5 November, comprises €3.7 billion in macro-financial assistance and €658 million under the defence leg of the loan. The budget-support tranche is the second of three payments planned for 2026, under a macro-financial assistance programme totalling €8.35 billion for the year.

Conditions met

The Commission said the payment was released after Ukraine fulfilled all 12 policy conditions attached to the instalment. Commission President Ursula von der Leyen said the funding would help Ukraine provide essential public services and meet urgent defence needs as the country heads into what she called its fifth wartime winter.

What the defence money buys

The €658 million defence tranche will fund purchases including drones, missiles, radar equipment, electronic warfare systems and ammunition for air defence systems, according to reports of the announcement.

Part of a much larger programme

The €90 billion Ukraine Support Loan was established in February 2026 under Regulation (EU) 2026/467, covering support for 2026 and 2027. The Commission said a further €25.2 billion in EU support remains available to Ukraine for the rest of 2026, subject to the conditions of each instrument.

Combined assistance from the EU and its member states since Russia's full-scale invasion began has reached €235.9 billion, according to Commission figures, including €3.8 billion from the proceeds of immobilised Russian assets.
