Europe moves eight long-range missile programmes

Six European governments have moved their joint long-range missile programme from planning into implementation, detailing eight of its 13 original development pillars as standalone programmes. The shift, set out in analysis published by the International Institute for Strategic Studies on 5 November, is the first detailed public picture of how Europe's biggest collaborative strike-weapons effort is structured.
The European Long Range Strike Approach, known as ELSA, brings together France, Germany, Italy, Poland, Sweden and the United Kingdom to develop conventionally armed deep precision strike capabilities. The six nations signed a letter of intent in Washington DC on 11 July 2024. Its stated aims include building a sovereign European capability, strengthening the continent's defence-industrial base and reinforcing the European contribution to NATO deterrence.
ELSA emerged after Russia's full-scale invasion of Ukraine in 2022 exposed gaps in Europe's long-range conventional strike capability, with Moscow using aero-ballistic and cruise missiles at ranges European forces could not match. The original announcement did not specify weapon types, and 13 development pillars were identified in the following year without public detail on their contents.
Eight groups, disclosed in two tranches
According to the IISS analysis, Poland's government announced the first four ELSA implementation groups in February, and the UK government announced a second set of four in June. The six nations agreed on 18 June 2026 to move the approach from a requirement-setting forum into eight standalone implementation groups, each run by a designated lead nation responsible for development and procurement. The restructure was announced in a joint communiqué carried by the UK Government and reported by Aviation Week.
The eight disclosed groups cover airborne early warning, an air-launched long-range capability, a Euro Multi Missile Launcher, a low-cost one-way attack effector with a range above 500 kilometres, ground-launched capabilities split across three range bands, and long-range suppression of enemy air defences. The three ground-launched groups cover ranges of 300 to 500 kilometres, 500 to 2,000 kilometres and above 2,000 kilometres.
The structure builds on a letter of intent signed on 12 February 2026, in which the six nations committed to harmonise and accelerate procurement of long-range one-way effectors. Individual lead-nation assignments for each cluster were not disclosed, and no minister was quoted in the June communiqué.
Britain leads three groups
The UK is leading or co-leading three of the eight disclosed groups: air-launched long-range strike, ground-launched long-range strike and low-cost long-range strike, with programmes already under way in each area, according to the IISS. The Anglo-French-Italian STRATUS programme, which the institute says will include at least two variants, a subsonic, low-observable design and a supersonic one, appears positioned as a candidate for the air-launched long-range strike requirement.
The 2026 UK Defence Investment Plan is referenced in connection with funding these efforts, although full details were not disclosed in the available material. The shift hands cost ownership to the lead nation in each cluster, the point at which a shared requirement has to resolve into who actually pays and buys. That is the hardest test for the programme: by turning each cluster into a national budget line, the restructure converts alignment into procurement, or risks fragmenting it.
The IISS frames the current phase as a shift from requirement-setting to delivery, describing timely execution as the central challenge facing the ELSA nations. The UK's June statement did not describe the eight groups as the complete set, and the institute notes that further groups remain possible, since London indicated the disclosure covered only clusters mature enough to proceed as standalone efforts. Additional implementation groups may still be announced as other pillars mature.
