Ghana fuel split: petrol down, diesel up from 1 Nov

Ghana's drivers will face mixed news at the pumps from Sunday, 1 November 2026. The Chamber of Petroleum Consumers (COPEC) projects that diesel will become more expensive while petrol gets cheaper in the first pricing window of November, according to a report by Citi FM. COPEC's latest outlook puts the average price of diesel at GH₵19.15 per litre, up from GH₵18.40, a rise of 4.07%. Petrol, on the other hand, is expected to fall by 1.71%, from an average of GH₵17.02 to GH₵16.72 per litre.
The chamber links the split to movements on the international market and the cedi's performance against the dollar. The international free-on-board price of petrol dropped by 4.45%, from $1,255.05 to $1,199.16 per metric tonne, while the diesel equivalent rose by 2.71%, from $1,414.78 to $1,453.07. COPEC estimates petrol could sell between GH₵15.89 and GH₵17.57 per litre and diesel between GH₵18.19 and GH₵20.11, depending on the margins applied by individual oil marketing companies. What drivers actually pay will still vary by station.
The regulator's floors point the same way
The National Petroleum Authority's own benchmarks point the same way. Its price floors for November 1 to 15 set petrol at GH₵15.39 per litre, down from GH₵16.09, and diesel at GH₵17.41, up from GH₵17.09. Those floors are minimums, not pump prices, and exclude trader premiums and company margins. A separate outlook from the Chamber of Oil Marketing Companies differs slightly, putting the petrol drop at 3.35% and the diesel rise at 1.50%.
Under the November 1-15 window, COMAC's outlook puts petrol at an indicative GH¢17.02 per litre, a 3.35% reduction, with diesel up 1.50% to GH¢18.99 and LPG up 0.81% per kilogramme. The cedi averaged GH¢11.7326 to the dollar between October 12 and October 27. Drivers should check the price at their station, as the published figures are windows and floors, not the price on every forecourt.
