The next stage of the UK's Statement of Changes to the Immigration Rules, HC 584, takes effect on Thursday 29 October 2026, covering Minister of Religion and Religious Worker routes. It follows the bulk of the HC 584 changes, which took effect on 8 October, and it is the second of four staged implementation dates in the statement laid before Parliament on 3 September 2026.

The four dates in HC 584

HC 584 does not change everything at once. The bulk of the changes, covering visitor, Student, Skilled Worker and family routes, plus the EU Settlement Scheme, Hong Kong BN(O), Victim of Domestic Abuse and Long Residence changes, took effect on 8 October 2026. The 29 October stage covers Minister of Religion and Religious Worker routes.

Two stages remain: Student maintenance amounts rise on 30 November 2026, and EU Settlement Scheme identity-document changes take effect on 9 December 2026. Applications decided on or after a given date are decided under the rules in force on that date.

Check the official page before acting

The official source is the HC 584 publication page on GOV.UK, with the full text and explanatory memorandum. Rules change frequently, so always confirm the current rules for your route on GOV.UK before applying, and consider a regulated immigration adviser for a case-specific question.

This report is general information about the HC 584 timetable only. It is not personal immigration advice, and it does not describe any individual's eligibility, documents or prospects. If a route affects you, the GOV.UK page for that route, and the HC 584 text itself, are the places to check first.
