US special envoy Jared Kushner has set out a five-pillar plan for a broader European security framework, as Washington prepares for trilateral peace talks with Ukraine and Russia in Abu Dhabi next week.

Kushner announced the plan on 5 November after two days of talks in Brussels involving Ukraine, NATO, the European Union and European partners. He said the United States was working on practical arrangements to address the security concerns of all parties and lay the foundations for lasting peace.

The five pillars

The framework rests on five goals: permanent security consultations, reliable crisis communications, greater military transparency, reciprocal measures to reduce escalation risks, and an enduring framework for long-term European security and stability.

Kushner said NATO would remain central to Europe's collective defence and that no state should have a veto over another country's security choices or alliances. Consultations will continue through the so-called Shell Bay format, and if the Abu Dhabi talks on 10 and 11 November make progress, Washington aims to move to a broader multilateral format with direct European participation.

European unease

The announcement drew a cool response in European capitals. President Donald Trump said after meeting Russian envoy Kirill Dmitriev on 5 November that a deal could cover "more than Ukraine" and possibly "all of Europe". EU foreign policy chief Kaja Kallas replied that Europe already has a security architecture in place, in NATO and the EU, and that it could not be renegotiated without European involvement.

Russia, meanwhile, has repeated its long-standing demand that NATO roll back to its 1997 borders, a position US officials say is incompatible with the framework Kushner described.
