President John Dramani Mahama has announced plans to invest more than $9 billion in job-creating sectors of Ghana's economy between 2027 and 2030, under a new policy initiative called the New Economy. He unveiled the plan on Saturday, 7 November, while addressing the 2026 Hogbetsotso Festival at Anloga in the Volta Region.

Mahama described the programme as a bold initiative aimed at turning recent economic stabilisation into employment and infrastructure growth. The High Street Journal reports that the plan will target sectors with strong potential to create jobs, and that the Volta Region is expected to be among the early beneficiaries.

The president said the Volta Region stood to gain significantly in textiles and garments, commercial agriculture, hospitality and tourism. He also announced that the Ghana Export-Import Bank had been commissioned to establish a garment factory at Weta in the Ketu North Municipality, and to begin work on a Light Industrial Area in the Weta area.

Full details of the programme are expected in the 2027 national budget, which Finance Minister Dr Cassiel Ato Forson is scheduled to present to Parliament on Thursday, 12 November. Mahama did not provide a breakdown of the proposed investment or say how much would go to each sector, and the financing behind the $9 billion figure has not yet been explained.

The budget presentation will therefore be closely watched for how the money will be found, whether from borrowing, private investment, development partners or a mix of all three, and for when jobs from the plan can be expected to materialise.
