President Yoweri Museveni has named 13 nominees for senior civil service posts in Uganda, in a shake-up affecting ministries, the Office of the Prime Minister and Parliament. The nominations were announced on Sunday, 8 November 2026, and cover 12 permanent secretary posts plus the Clerk to Parliament.

According to Eagle Online, economist Edward Sengonzi Damulira has been nominated as Clerk to Parliament, replacing Adolf Mwesige, who has held the post since 2021. Damulira previously served as an under secretary and accounting officer at the Ministry of Finance, Planning and Economic Development.

Among the permanent secretary nominees are Emmanuel Freddie Mugunga for the Office of the Prime Minister, Maureen Kasande for the Inspectorate of Government, Professor Stephen Akandwanaho for the Ministry of ICT and National Guidance, and Eng. Flavia Guto Bwire for the Ministry of Works and Transport. Charles Ssentongo, a career diplomat, has been nominated for the Ministry of Foreign Affairs, while Mark Sseremba has been put forward for the Ministry of Public Service and Edith Butuuro for the Ministry of Defence and Veteran Affairs.

Other nominees include Kenneth Akiri for Water and Environment, Barbara Namugambe for Agriculture, Sheeba Kyobutungi Rujoki for the Office of the President's science, technology and innovation docket, Aggrey Wunyi for East African Community Affairs and Betty Mutesa Cwinya-ai as secretary to the Public Service Commission.

Museveni said he was acting under Article 174(2) of the 1995 Constitution, which provides for the appointment of permanent secretaries by the president. The nominations are not yet final: in a communication dated 5 November, he directed the Public Service Commission to assess each nominee's suitability and advise him accordingly. He did not say whether the outgoing officials would be redeployed, transferred or retired.

Permanent secretaries are the most senior civil servants in Uganda's ministries, serving as accounting officers who oversee policy implementation, supervise staff and ensure public funds are used in line with approved budgets.
