Nepra Adds Rs2.37 Per Unit to November Power Bills as Industrial Rate Rises

Electricity bills across Pakistan will rise in November after the National Electric Power Regulatory Authority (Nepra) approved an additional charge of Rs2.37 per unit under the monthly fuel cost adjustment for September.

The regulator issued a formal notification on 7 November confirming the charge, which distribution companies will recover through November bills to collect about Rs25 billion. The adjustment applies to consumers of all distribution companies, including K-Electric.

The charge relates to power generated in September, when the actual fuel cost was Rs9.82 per unit against a reference cost of Rs7.45. The Central Power Purchasing Agency had sought a larger increase of Rs2.56 per unit; Nepra approved Rs2.3673. Lifeline consumers, electric vehicle charging stations and consumers on prepaid tariffs are exempt from the charge.

A split decision on industry's rate

In a separate decision announced on 6 November, Nepra raised the rate for additional industrial and agricultural consumption under the Incremental Support Package from Rs22.98 to Rs25.30 per unit, effective from the November billing month.

The decision was reached on a 2–2 split, with the chairman's casting vote in favour, and two members submitted dissenting notes describing the Rs25.30 figure as unsupported. The package, announced by Prime Minister Shehbaz Sharif in October last year as the Roshan Economy Power Package, runs for three years from November 2025 to October 2028.

Under the scheme, base consumption stays on existing rates; only units above the previous year's usage are charged at the discounted incremental rate.

The November fuel adjustment is a one-month charge and does not change the base tariff. Separately, distribution companies are seeking a quarterly tariff adjustment of Rs23.33 billion for July to September, which Nepra will hear on 17 November.
