Budget AI package: 165m pound biosecurity plan leads Treasury reveal

The Treasury has set out the artificial intelligence content of the coming Budget, with 165 million pounds for a National AI Biosecurity Initiative at its centre, according to reporting of the announcement on 24 October 2026. The package is part of Chancellor John Healey's first Budget, which will be delivered on Wednesday 28 October, and it mixes biosecurity, cyber defence and sovereign AI capacity.
What the package contains
Reporting of the Treasury announcement lists a 100 million pound AI Biosecurity Lab within the 165 million pound biosecurity initiative, plus 120 million pounds more for the AI Security Institute and 70 million pounds for a National Exposure and Real-Time Vulnerability Centre. A further 60 million pounds is allocated to a National Cyber Shield, 60 million pounds more to the Sovereign AI Fund, 60 million pounds to a Sovereign AI R&D Procurement Scheme, and 18 million pounds for a chip design academy, alongside several smaller lines.
Why the detail matters
The package arrives as the government argues Britain cannot rely entirely on technology built overseas, yet a notable part of the wider AI offer involves credits from American AI laboratories, a tension noted in analysis of the announcement. Supporters of the spending say biosecurity and cyber defence are now core national-security questions, not just technology policy, and that domestic capacity in chips, models and security research needs public backing to grow. Critics will test whether the money is new, how quickly it is spent, and whether it reaches British firms and researchers rather than being absorbed by administration or overseas suppliers.
These are pre-Budget announcements, not yet measures passed by Parliament. The full Budget statement on Wednesday will confirm the final figures, the timetable for each fund, and any conditions attached to the spending.
