Ukraine and Finland sign €300m deals and push shelter funding

Ukraine and Finland signed seven cooperation documents worth about €300 million during Finnish Prime Minister Petteri Orpo's visit to Kyiv on 22 October 2026, covering defence, rail transport, energy and satellite cooperation. President Volodymyr Zelenskyy said the package expands Ukraine's opportunities for cooperation, including a letter of intent between Ukraine's Defence Ministry, Nokia and satellite maker ICEYE to develop sovereign low Earth orbit capabilities after disruptions to Starlink service exposed vulnerabilities in military communications.
Winter help and shelters
Finland will donate ten diesel locomotives, mobile heating containers scheduled for delivery in December, €5 million to the Ukraine Energy Support Fund and €2 million in humanitarian winter aid routed through the World Food Programme and UNHCR, according to reports of the visit. The two leaders also agreed to work within the Civil Protection Shelter Coalition, led by Finland and Ukraine and now including 16 participating members, to secure additional international funding for shelter construction, with Finland to seek an international meeting to encourage further contributions.
Finland's wider support
The Finnish Government says its support for Ukraine since the start of Russia's war amounts to nearly €5 billion, of which €3.6 billion has been defence materiel, making Finland one of Ukraine's strongest supporters relative to the size of its economy. With winter approaching and Russian attacks on energy infrastructure continuing, both governments say reliable shelters are essential to protecting lives, keeping schools open and helping hospitals continue working during air raids.
