Vietnam's National Assembly has approved a socio-economic development plan for 2027 that targets economic growth of at least 10 per cent, the country's most ambitious annual goal in years.

The resolution was passed on the morning of 7 November, with 467 of the 469 participating deputies voting in favour, equivalent to 93.4 per cent of all National Assembly deputies. Finance Minister Ngo Van Tuan presented the government's report on the plan before the vote.

Alongside the headline growth target, the plan sets GDP per person at about 6,100 US dollars, consumer price inflation at around 4.5 per cent, and labour productivity growth of 8.6 per cent. It also aims to complete more than 176,000 homes for social housing, rental accommodation and workers during the year.

For the first time, the National Assembly also fixed individual growth targets for each locality. Of the 34 provinces and centrally run cities, 30 were assigned double-digit targets. Hai Phong leads the country at 13 per cent, followed by Quang Ninh at 12 per cent, while the two largest economic engines, Hanoi and Ho Chi Minh City, were set targets of 11.1 and 10.4 per cent respectively.

The plan describes 2027 as a year of acceleration and breakthrough, building momentum for implementing the resolution of the 14th National Party Congress. It stresses maintaining macroeconomic stability, controlling inflation and safeguarding major economic balances while growth is pushed higher.

The targets follow a strong 2026, with the economy growing 9.01 per cent in the first nine months of the year. The government has said it will focus on unlocking resources, promoting new growth drivers and managing fiscal and monetary policy flexibly to reach the goal.
