Saudi Arabia and Syria sign defence deal and $403m loans

Saudi Arabia and Syria have signed a defence cooperation agreement and a package of development loans worth more than $403 million, during a visit to Riyadh by Syrian President Ahmed al-Sharaa on Wednesday, 4 November.
The defence agreement was signed by the two countries' defence ministries, and Syria's Foreign Ministry described it as the most notable of the accords signed during the visit. Neither government has published the text of the agreement or disclosed its terms, so exactly what it covers beyond a cooperation framework has not been confirmed. It should not be described as a mutual-defence pact on the evidence available.
Loans for health, housing and power
The Saudi Fund for Development agreed six concessional loans with Syria's Finance Ministry. According to the Saudi Press Agency, the package includes $105 million to strengthen civil defence, $100 million to rebuild and equip damaged healthcare facilities, $90 million to rehabilitate the Aleppo thermal power plant, $60 million to repair damaged housing and $30 million to develop drinking-water systems in Damascus and Idlib.
Those five itemised projects add up to $385 million, less than the reported total of more than $403 million; no breakdown has been published for the remainder. Further memoranda covered industrial cooperation, agriculture and environmental protection. The visit was al-Sharaa's second to the Saudi capital in less than a month.
Wider security questions
The agreement comes as Syria considers whether to join a wider security arrangement, the Makkah Joint Defence Agreement signed on 7 August by Saudi Arabia, Türkiye and Pakistan. Damascus has not announced a decision, and the new bilateral agreement does not by itself confirm that Syria will enter the broader arrangement.
Reuters reported that the signing took place as Yemen's Iran-aligned Houthi group continues missile and drone attacks on the kingdom.
